Foreign Ministry Spokesperson Mao Ning’s Regular Press Conference on October 14, 2022

Yonhap News Agency: According to reports, the DPRK fired an unidentified ballistic missile off the east coast of the Korean Peninsula in the early morning of October 14. The ROK government, on the other hand, decided to add 15 individuals and 16 institutions related to the DPRK’s development of nuclear missiles and sanction evasions to a list of unilateral sanctions. What’s China’s comment? 

Mao Ning: We have noted relevant reports and the statement made by the DPRK. All parties need to face the crux of the persistent impasse on the Korean Peninsula squarely, continue to seek a political settlement, avoid a spiral of escalation and work to create conditions for the resumption of meaningful dialogue.

Shenzhen TV: The US government introduced new export bans on China’s chip industry not long ago. According to reports, the US is scrambling to tackle unintended consequences of the new policy that could inadvertently harm the semiconductor supply chain. What is your comment? 

Mao Ning: China firmly opposes the US’s overstretching of the national security concept and abuse of export control measures to wantonly hobble Chinese enterprises. The global industrial and supply chains come into shape as a result of both the law of the market and the choices of businesses. Arbitrarily placing curbs for political purposes destabilizes the supply and industrial chains, hurts others and backfires on oneself. It will only further weaken the already fragile world economy.

China plays an important role in global supply and industrial chains and in shoring up their security. This year, China and six other countries, including Indonesia, launched and supported the Initiative of International Cooperation on Resilient and Stable Industrial and Supply Chains. We will work with the international community to oppose unilateralism, protectionism and bullying practices in sci-tech, uphold the principle of openness, fairness and non-discrimination, jointly safeguard the stability of the system, rules and foundation of the world economy, and promote the steady recovery of the world economy.

Global Times: According to reports, a total of 14 Palestinian factions, including the National Liberation Movement (Fatah) and the Islamic Resistance Movement (Hamas), signed in Algeria’s capital Algiers a reconciliation deal, formally known as Algiers Declaration, on October 13. What is your comment? 

Mao Ning: China welcomes the agreement reached among the Palestinian factions and commends Algeria’s efforts in this regard. China always supports the internal reconciliation of Palestine, and believes this could help achieve unity within Palestine and promote peace talks between Palestine and Israel. China firmly supports the Palestinian people’s just cause to restore their national rights. We will work with the international community to make relentless efforts until an independent state of Palestine is established and peaceful coexistence between Palestine and Israel is realized.

People’s Daily: We noticed that China expressed readiness to offer technological support to the best of its capacity for countries in Central and South America in the wake of hurricane Julia. Could you share more with us?

Mao Ning: We attach great importance to and have assisted in the disaster relief efforts in countries in Central and South America. At the request of relevant countries, we have promptly supported local flood and disaster response with space technology enabled by remote sensing satellites. We will continue to stay in communication with countries in need and support their efforts in disaster monitoring and post disaster assessment.

This is not the first time that China has assisted fellow developing countries in their disaster prevention and relief efforts with scientific and technological supports. Since China joined the International Charter “Space and Major Disaster” in 2007, it has played an active part in global efforts in disaster monitoring and relief. China has constantly provided full support to the United Nations Platform for Space-based Information for Disaster Management and Emergency Response (UN-SPIDER) Beijing Office since 2010. China’s Fengyun satellite meteorological data service system has covered 124 countries and regions and provided space technology support and other emergency response service to more than 40 countries for nearly 70 times, including the Philippines and Mozambique. Enabled by high-resolution observation and hyperspectral imaging, China’s Gaofen satellite system effectively responded to over 100 major disasters in 36 countries and regions. It has provided a large number of images of the disaster-stricken areas in the wake of the floods in Sri Lanka, the earthquake in Ecuador, the typhoon and ensuing floods in Laos, the droughts in Afghanistan and the volcanic eruption in Tonga, which have greatly supported the disaster relief work. China’s Beidou navigation satellites, equipped with payloads that are up to the standards of international search and rescue organizations, provide global users with distress alarm and positioning services. They have effectively increased the rate of success in the rescue work. At the ongoing 16th Meeting of the International Committee on Global Navigation Satellite Systems, parties highly commended the useful, open and compatible Beidou navigation system. 

China’s scientific and technological progress will continue to be guided by the principle of openness, inclusiveness and mutual benefit for all. It will not only serve its own people, but also benefit the international community.
